Through its programme of activities, the BGIPU seeks to engage Parliamentarians in key global issues and works to expand awareness and understanding of foreign relations and the contribution to be made by the UK Parliament to consolidate parliamentary democracy worldwide.

Parliamentary delegation from Angola meet the FCO Minister for Africa, Ms Harriett Baldwin MP

A parliamentary delegation from Angola visited the UK for a five-day visit from 29 October to 2 November 2018. This inter-parliamentary visit was a success in consolidating the strong relationship enjoyed between the UK and Angola and followed a UK Delegation visit to Luanda in 2015. An extensive programme allowed for exchanges with UK counterparts on economic progress in Angola, Brexit developments, bilateral issues, energy including wind farming and parliamentary practices.

With catastrophic climate change threatening to hit many parts of the world in just over a decade, 149 national parliaments have adopted an emergency resolution calling for decisive action. Concluding the 139th Assembly of the IPU, the emergency item resolution, called "Climate change – Let us not cross the line", follows the report published last week by the UN IPCC.   The 139th IPU Assembly brought together over 1500 delegates including 56 Speakers of Parliament, 52 Deputy Speakers, and over 750 MPs.

Over 1300 MPs and parliamentary staff from around the world will meet in Geneva for the 139th IPU Assembly from 14-18 October. Under the umbrella theme of science, technology and innovation, the Assembly will cover multiple subjects including fake news, sexism and harassment in parliaments, human rights, disarmament, counter-terrorism, the Sustainable Development Goals (SDGs), and migration.

Our visit to Vietnam comprised a cross-party group of four MPs and two Peers which travelled the length of the country from Hanoi in the north, to Danang onwards to Ho Chi Minh City in the south.  As Vietnam’s economy continues to grow and creates increased prosperity, it will be incumbent upon the country's many international partners like the UK to do their utmost to help Vietnam along a path of social and political change.  This visit has hopefully ensured the friendship between our Parliaments has been truly deepened to assist that process.

Nearly 200 parliamentarians and climate experts have called for urgent and bold action to implement the Paris Agreement before it’s too late.  At a parliamentary meeting on 9 December in Krakow, Poland, during the United Nations Climate Change Conference known as COP24, they set out their vision of the measures needed to limit global warming.  The meeting was organized by the IPU and the Polish Sejm to discuss practical implementation of the 2015 Paris Agreement.

Preceding the Intergovernmental Conference on Migration taking place in Marrakech from 10 to 11 December 2018, MPs met at a parliamentary conference in Rabat, organized by the IPU and the Moroccan Parliament, from 6 to 7 December.  The parliamentary conference follows the Declaration on Strengthening the Global Regime for Migrants and Refugees adopted by MPs during the IPU’s 138th Assembly in March 2018.  The IPU has been actively involved with the Compact, ensuring that it incorporates a parliamentary dimension.

Members of Parliament called for stronger ties between parliaments and the WTO at a time when the rules-based multilateral trading system is in deepening crisis.  At the annual session of the Parliamentary Conference on the World Trade Organization (PCWTO), the IPU and the European Parliament called for WTO members to strengthen the parliamentary dimension of the WTO to ensure its democratic legitimacy.

The IPU Committee on the Human Rights of Parliamentarians has announced the highest number of human rights violations against MPs on its books since it was established 40 years ago. The Committee treated 564 cases of parliamentarians from 43 countries in 2018. This is almost double the figure from five years ago. Most of the cases concern opposition MPs from the Americas and Asia.  The IPU Committee is the only international complaints mechanism with the mandate to defend the human rights of persecuted parliamentarians.
