IPU statement on the prisoner exchange between Russia and Ukraine
The IPU welcomes the prisoner exchange between the Russian Federation and Ukraine that took place on 21 September.
The IPU commends all the countries involved in the negotiation involving some 250 prisoners. The exchange is a welcome sign that cooperation is possible and that agreements can be found through dialogue and diplomacy. This exchange is a small but important first step towards rebuilding peace and security in the region.
The IPU calls on both parties to continue to pursue confidence-building measures and refrain from any actions that may further escalate the conflict.
The IPU will continue to push for all initiatives that contribute to a cessation of hostilities in Ukraine and the resolution of any differences through peaceful, diplomatic means, in full respect of the UN Charter and the fundamental principles of international law and international humanitarian law.
