We may have been at the opposite end of the globe but it wasn’t too difficult to find a few reminders of home. A Susan Boyle CD in a Mendoza record shop, a series of Johnnie Walker adverts as we arrived in Trelew airport in Chubut and a meeting with a major wine producer with a Glasgow based agent. All are to be found in Argentina.
Human rights was one of the issues the delegation decided to look at during the IPU visit to Argentina. We were interested in the current human rights situation there as well as stressing how successfully our two governments were working together on issues such as the banning of cluster munitions and support for the International Criminal Court. Not least due its own recent past experiences, human rights issues are matters for very active debate in Argentine society and there are many human rights issues, such as women’s rights and the abolition of the death penalty worldwide, where there is scope for more co-operation between our governments and parliaments.
At the invitation of our Argentine counterparts following bilateral exchanges in the margins of IPU Assembly meetings, the visit aimed to provide an opportunity for expanding knowledge and enhancing links between parliamentarians on both sides, to better appreciate the bilateral relationship in all its aspects. While well-known differences over the Falkland Islands were raised, we found the many common interests linking both countries, including extensive economic, social and historic links provided a broad basis on which we could share common perspectives and advance cooperation in many areas.
To mark the International Day Against Drug Abuse and Illicit Trafficking on the 26th of June, and ahead of the international parliamentary seminar on Drug Policy Reform it will host inOctober, the British Group of the IPU, offered an evening lecture in which the Ambassador of Colombia presented the recent Organization of American States report on the Drug Problem in the Americas to Parliamentarians and Baroness Meacher and John Mann MP, UK Parliamentary envoys to the 43rd General Assembly of the OAS, discussed the role parliamentarians can play in addressing illicit drugs and related transnational crime issues.
A delegation from the Plurinational Legislative Assembly of Bolivia undertook an inter-parliamentary visit to the UK Parliament from 17-21 June 2013. In their exchanges with UK parliamentarians, the delegation highlighted the significant changes which had occurred in Bolivia in recent years and discussed economic and social issues, criminal justice issues, human rights, environmental issues and developments in Latin America.
The 128th IPU Assembly in Quito, Ecuador from 22 to 27 March 2013 was attended by more than 1350 participants from over 118 parliaments. The UK delegation was prominent and active throughout the Assembly, including as a member of the Emergency Item Drafting Committee, as moderators of panel discussions, in detailed Committee work and in a range of targeted bilateral exchanges.
From tourism and tax reform to wealth distribution and from new global trading relationships to diversifying from agriculture, the BGIPU delegation, led by the Vice Chair of the BGIPU visited the Legislative Assemblies of Costa Rica and El Salvador to learn about both countries’ broader geopolitical priorities
Whoever one meets in politics in Costa Rica and El Salvador, the gloomy presence of the drugs trade will eventually emerge in discussion. Previously by-standers in the drugs wars, these two countries now have Mexican drug cartels who have relocated in order to avoid detection and invest their profits.
On 30 January in the Liberian capital, Monrovia, Hugh Bayley MP joined senior parliamentary colleagues from Liberia, Bangladesh and Uganda in a roundtable discussion to convey to the post-2015 High Level Panel the IPU’s perspectives on the importance of democratic governance, particularly the role to be played by parliaments, in determining any future international development goals.
The 127th IPU Assembly in Quebec City from 21 to 26 October 2012 was attended by more than 1300 participants from over 120 parliaments including over 40 Speakers a strong UK representation to the 127 IPU Assembly in Quebec 21 – 26 October was led by Robert Walter MP, Chairman of the British Group. The 5 day conference included discussions on the use of social media to enhance citizen engagement and democracy, Parliaments’ role in safeguarding civilian lives and innovative finance for sustainable development.
